Yes. Billing syncs to your active location count each month. Add a location and it is charged at the rate for its band. Remove one and the total drops. No plan upgrades, no renegotiation.

No. marql connects on top of the systems you already run. It reads data from your POS, ERP, accounting, and e-commerce tools without forcing a platform replacement.
